The U.S. Government Printing Office (GPO) has officially announced the appointment of Sam Musa as its new Chief Information Officer (CIO). This key leadership decision, made by Acting Deputy Director Herbert H. Jackson, Jr., positions Musa at the helm of the GPO’s entire IT infrastructure and strategy. In this critical role, Musa will spearhead the development and implementation of IT policies and standards that govern the acquisition, operation, and maintenance of all telecommunications and IT systems throughout the agency.
Musa’s responsibilities extend to the financial aspects of IT management, including the creation and oversight of operating budgets for network IT systems. These budgets must align with the GPO’s program plans and established financial guidelines. Furthermore, Musa will be tasked with diligently monitoring activities and costs associated with the utilization of information resources, ensuring they effectively meet the operational requirements of the GPO’s diverse programs.
“Sam brings a wealth of invaluable experience in Federal Government IT and cybersecurity to the Government Printing Office,” stated Acting GPO Deputy Director Herbert H. Jackson, Jr. “We are excited to welcome him and eager to see how his innovative ideas will further strengthen the agency’s IT operations. This enhancement is crucial to our ongoing commitment to providing exceptional service to Congress, Federal agencies, and the public.”
Musa’s impressive career spans two decades, all within the realm of Federal Government IT and cybersecurity. Prior to his appointment at the Government Printing Office, he served as Chief of IT Services for the U.S. Equal Employment Opportunity Commission (EEOC). During his tenure at EEOC, Musa expertly managed a broad spectrum of IT services, including the help desk, desktop security protocols, training programs, audio visual and video teleconferencing systems, mobile device management, and rigorous security audits. Notably, during his ten years at EEOC, he successfully built and managed a robust cybersecurity program that significantly curtailed virus and ransomware attacks, demonstrating his proactive approach to digital security. He also spearheaded the design, distribution, and tracking of annual cybersecurity awareness training initiatives for all agency personnel.
Before his impactful work at the EEOC, Musa held the position of Information Systems Security Manager at the National Weather Service (NWS). In this capacity, he led critical agency-wide initiatives in risk assessment and management, audit procedures, governance frameworks, disaster recovery planning, and policy development. His prior experience also includes serving as an Information Systems Program Manager at the FBI and as a Program Manager/Network Operation Center Manager at the National Guard Bureau (Pentagon), where he began his IT career as a Helpdesk Manager. This diverse background provides him with a comprehensive understanding of the IT landscape within the federal government.
In addition to his government service, Musa is committed to education and currently shares his expertise as an instructor for network and cybersecurity courses at the University of Maryland University College. His commitment to professional development is further evidenced by his certifications as a Certified Public Manager (CPM) and Certified Chief Information Security Officer (CISO), along with holding a total of 15 professional certifications. Musa’s academic achievements include a Doctorate Degree in Business Administration from The National Graduate School, a Master’s Degree in Public Service from Fort Hays State University, and a Master’s Degree in Telecommunications from George Mason University, showcasing his dedication to both practical application and theoretical knowledge in his field.
